A National Movement for Equitable Transit-Oriented Development Takes Root

April 5, 2025

It also contributes to increased toxic pollution and greenhouse gas emissions while perpetuating racial segregation. This new report walks through the historical transition from conventional Transit-Oriented Development (TOD) into one with ‘capital E Equity’ at the forefront. It shows how the leaders of today’s Equitable Transit-Oriented Development (ETOD) movement are working to increase transit ridership, connect people to economic and social opportunities, and reduce negative impacts of greenhouse gas emissions. With case studies and a national overview, these pages offer readers a nuanced understanding of the motivations and challenges that led to emphasizing equity in urban development around public transit systems. This report will equip readers with knowledge and tools to become better-informed, more effective advocates for equitable transit-oriented development.
