CNT, in partnership with the Environmental Policy Innovation Center (EPIC), developed the DAC Mapping Tool and accompanying report to generate insights into Drinking Water State Revolving Fund (DWSRF) definitions of disadvantaged communities (DACs) for the Great Lakes states. This tool was created to support and inform advocacy efforts, community-led solutions, and policymakers working to enhance the equitable distribution of funding and improve the efficiency and effectiveness of Drinking Water State Revolving Fund (DWSRF) programs through Disadvantaged Community (DAC) definitions.
This tool allows clean drinking water advocates and SRF administrators to better understand and visualize the impacts of their state DAC definition, compare to other state DAC definitions, and to explore potential outcomes from modifications to the criteria and thresholds used by their state to identify disadvantaged communities.
